About
WECIL is an award winning, user led organisation supporting Disabled people to live the life they choose. Our approach is fully person centred. Our staff have lived experience and this informs the support we offer. We have many services available at WECIL including the Direct Payment and Support Payroll Services for people who receive a direct payment to meet their support needs. Direct payment recipients often use their funding to employ a PA or use an agency. WECIL can support you with this as well as other ways you may use your funding to meet those needs.
We are an organisation of Disabled people working together to enable choice. We challenge the barriers to independent living through the delivery of high-quality support and advice. We:
- Provide a service for all Disabled people, whatever their background or needs;
- Lead in best practice for the delivery and development of services that support Independent Living;
- Deliver value for members, funders and service users by providing services that make a difference to people’s lives;
- Challenge barriers to Independent Living wherever we encounter them;
- Include the views and opinions of all the people who use our services in everything we do;
- Are seen as the first place to go by anyone looking for support for Independent Living.
Direct Payment Support Service:
This includes an allocated Independent Living Payment Advisor that will help set up your Direct Payment with you and be your person to contact if you need any support in managing any aspect of your Direct Payment. You can contact them directly on the telephone or by email Monday to Friday 9am to 4:30pm. The service includes a 6 monthly review of your
Direct Payment to make sure it is meeting your care and support needs, that spending is in line with your budget, and you are meeting your legal responsibilities as an employer if you employ. We also support Direct Payment recipients who wish to use their DP to use an agency for their support. We support Adults, Young people, and Families of Disabled Children.
Support to Administer your Direct Payment funding:
A supported bank account - this is our most comprehensive service for Direct Payment holders that would like the highest level of Direct Payment Support including help to manage the finances of the Direct Payment on your behalf. This includes
receiving the funding from the local authority and a financial personal contribution, if you have one, paying HMRC, your Personal Assistants and / or Care Agencies, insurers and payroll and support fees. We audit your account regularly to make sure spending is in line with income and all the elements of our Direct Payment Support are included with a named
Independent Living Payment Advisor.
WECIL Payroll Service:
Send your Personal Assistant’s timesheets to us monthly and we will calculate their wages, tax and National Insurance, sick pay, maternity or paternity pay, any other deductions and annual leave allowance. We submit your monthly returns to HMRC for you. We email or post your employees’ payslips and pay reports to you. You can manage your employer and employee pension contributions yourself but if you would like us to do this for you then we will calculate the monthly pension contributions and record these with the pension provider, usually NEST Pensions.
